As they cannot trust the corrupt and crumbling government of the Qing dynasty, they entrust their hopes to the Tongmenghui of China, whose idealistic members vow to overthrow the Qing dynasty.

IIn 1905, the small city of Hong Kong, once a part of the Qing dynasty, has been renamed Victoria City and ruled by the British people for over five decades. As Chinese people are still the ethnic majority, the city still keeps the lifestyle of Qing people. But on the other hand, the city has seen great impact brought about by the Western thinking and lifestyle. All sorts of conflicts as well as opportunities consequently emerge.
