In 1988, a massive explosion tore through the city of Tokyo and led to World War III. Thirty years later, in 2019, a new city called Neo-Tokyo has been built in Tokyo Bay, but it's plagued by corruption. People lose faith in the government and are hoping to find Akira for redemption. One day, the leader of a biker gang, Kaneda and his best friend, Tetsuo, collide with a child with superpowers. The military captures the badly injured Tetsuo by force as the latest specimen. Kaneda, who is at his wits' end, has to battle against the government to rescue Tetsuo. Things get out of hand when Tetsuo's superpower suddenly manifests, and he starts to abuse his superpower.
