When NYPD detective Mike Brennan shoots an unarmed Hispanic drug dealer, he plants a gun on the man and arranges for people to perjure themselves, providing faked "eyewitness" testimony. Assistant D.A. Al Reilly is assigned to the case. Though he expected an open-and-shut case, he quickly becomes convinced of Brennan's guilt during a question-and-answer session with the corrupt cop. In the course of Reilly's investigations, he uncovers a trail of corruption leading straight to his boss' office. Things get worse when he discovers that his former girlfriend is now dating Bobby Texador, a Puerto Rican drug dealer who is also Reilly's chief witness.
